Gordon Brown has told ministers they should not expect a pay rise his year. His decree followed a ministerial pay review and an announcement by the Bank of England that it failed to match its two per cent inflation target. Sir John Barker's report on MPs pay and pensions has recommended salary decisions be made by an independent body. "I believe there is now a real desire on the part of most MPs and the government for an independent and objective means of determining MPs' pay," he said. However, he recommended they receive an increase to bring their pay inline with other public sector workers. "The evidence shows that MPs are paid about ten per cent less than the average for similarly weighted public sector jobs," he added. The government's latest labour market report has revealed average earnings excluding bonuses in the three months to April reached 3.9 per cent and, with gratuities, fell to 3.8 per cent.
