The government has launched two reviews as part of its ten-year plan to target smaller businesses. The initiative by the Department for Business, Enterprise and Regulatory Reform is designed to make the UK "the most enterprising economy in the world." The first review will focus on the barriers that small companies face when they compete for government contracts and the second will establish how they can better understand regulation and employment law. "We want more new and growing businesses in the UK and more companies and people acting on their enterprising ideas," said John Hutton, business and enterprise secretary. "The UK's long-term prosperity lies in unlocking the talent of enterprise for people from all sections of society and in our small businesses, helping them to grow." Chancellor Alistair Darling announced his first budget, which was described by the leader of the Conservative party, David Cameron as "a dire list of reviews and re-enactments, delivered with all the excitement of someone reading out a telephone directory".
