Situation
We currently have a mix of different US and UK resources within Recruitment aligned to supporting Tech and digital, data and analytics (DDA) hires in other businesses and functions. This includes in-house Recruiters, our RPO team, and a mix of external recruitment agencies. This mix of resources has developed over time, and is mostly driven by the resource we have available within the team, rather than as a result of any conscious design based on business demand. Tech and DDA are critical for success and as such, we believe we need a more structured approach to ensuring that we have the right recruitment model and capabilities in place to support talent acquisition for these areas. The challenge is that we are not currently clear about the exact nature of the current or future demand from Tech and DDA, or how best to align the right resources to that demand.

Target
A recruitment model in the US and UK which ensures that through a mix of GSK, RPO and agency recruiters, we have the right capabilities and resource levels to support talent acquisition needs across Tech and DDA.

Proposal
Hire a contingent worker / consultant to undertake a short term assignment to diagnose current capabilities, existing demand and future forecasts and to recommend what a Tech and DDA Talent Acquisition model and strategy could look like. The assignment would aim to leave the company in the strongest position possible to hire the calibre of tech and digital talent needed to deliver on tech and digital transformation agenda. The CW/consultant needs to have broad experience of the Tech and DDA Recruitment, with a deep understanding of the mix of roles, talent supply, sourcing strategies, market challenges etc. in both the US and the UK.

The key focus of this role would be to:

* Audit the knowledge, expertise and capability of the current Recruitment team aligned to Tech and DDA.
* Through engagement with key Tech and DDA stakeholders and HR partners, build a picture of short and longer term demand for talent. Need to recognise that this demand will evolve over time, and that the stakeholders may not be able to provide a highly defined demand plan.
* Recommend a model for Tech and DDA recruitment which covers:
o Mix of different roles needed e.g. recruitment project management, recruiters, researchers, screeners
o What work we want our team, FDS team, third party agencies to undertake
o What capability, experience, knowledge we expect to see in part of the model (FDS, agency)
o Focus of the model will be supporting UK and US roles, but will need to consider other locations, especially at a more senior level, such as e.g. Poland, India, Singapore
* Review of our agency PSL for Tech and DDA
* Support and advise on the recruitment of any additional resources we need to implement the new model
* The role might also be responsible for some project management, recruitment (i.e. filling roles) and other recruitment initiatives once the initial diagnosis has been completed.
* Ensure clear deliverables are in place to keep Consultant on track and so expectations are managed effectively.
