Main purpose of role - To support the Property Design & Projects Manager through the Major Works Programmes & Budgets Manager in the overall management of the Division and provide assistance in the preparation of the sectional Business Plan and monitor the performance of the Section against the Business Plan.To be responsible for the day to day management of a team professional and technical staff in an effective and efficient manner and ensure that the appropriate level of staffing is maintained in order to meet the requirements of the relevant Scheme Sponsor Departments and appropriate external Clients.To lead and provide contract and cost advice on major property design schemes for a variety of departmental scheme sponsors and external clients.Main Duties include-Ensure that all property design works are undertaken to conform to relevant standards, legislative requirements, policies and protocols in accordance with the Division's Quality Assurance procedures to comply with the requirements of the British Standards Institution Assist the Major Works Programmes & Budgets Manager in relation to the coordination of design services private sector partnership and contractors frameworks for property related works (and any subsequent Framework Contract) and to assist in monitoring and reporting to Departmental Scheme Sponsors on the progress of all property schemes referred and undertaken either directly or by the partner / framework consultant. Advise clients in a professional capacity on best practice in property design matters, and on the policies and procedures laid down by the Authority and by Statute. Assist the Property Design & Projects Manager in the preparation and collation of fee bids. Assist the Major Works Programmes & Budgets Manager in collating time recording data, invoicing and recouping of fees on behalf of the section to ensure that the income generation exceeds expenditure Organise and supervise the cost control team staff in the preparation of schemes to in line with Client and grant /budget funders requirements and programmesCarry out desk top studies and bring forward schematic designs, incorporating innovation, sustainability, energy efficiencies, whole life costing and ongoing maintenance costs within the proposals where appropriate for the continuous improvement of the management of the Authority's property related schemes and to enable clients to determine the feasibility of any building or development proposal and the budget necessary for its completion. Maintain close working relationships with Scheme Sponsors and appropriate external Clients, contractors and suppliers and assist the Property Design & Projects Manager to provide all necessary budgetary reports required by budget holders to meet their responsibilities in respect of property design issues and to record budgets and programmes on their behalfAssist with the compilation of the necessary data for the preparation of fee bids and programming of all works instructed by Departmental Scheme Sponsors and appropriate external Clients to facilitate the provision of reports and to ensure that target dates set are achievable and met. Assist in devising, implementing and maintaining the appropriate management systems to ensure that the property design team meets the time and budgetary targets.Provide a means of procuring building construction and development using best practice and innovation, whilst ensuring compliance with council policies and proceduresOversee the contract administration of building development schemes, and ensure that any liabilities that the Authority has under the contracts are properly fulfilled.Liaise with contacts with both internal and external organisations ensuring, through consultation, that the resources allocated to schemes are properly expended.Prepare monthly contract monitoring reports for departmental scheme sponsors and external clients to facilitate the provision of financial information.Assimilate all information required to measure the performance of the section in relation to national PI's in accordance with corporate and departmental proceduresDevise, implement and maintain the appropriate management systems in conjunction with the Property Design & Projects Manager to ensure that the cost control team meets the time and budgetary targets.Report progress and forward financial information to the Property Design & Projects Manager and representatives from Client departments to facilitate the success of projects.
