Responsibilities :To deal with long term empty properties with a view to returning them to occupation, primarily for residential purposes, in accordance with the Council's corporate priorities and established need.To set up and maintain a database in relation to empty properties and to develop an annual hit list of high priority empty properties, based on locally agreed criteria/risk, for proactive enforcement and other action and to enter into relevant dialogue with the property owners/interested parties with a view to successful re-occupation.Undertake visits and investigations in relation to empty properties and other private sector housing matters as required and instigate appropriate enforcement action through applicable delegated powers.To work closely with Regeneration Officers to enable empty properties to be brought back into use as part of strategic town centre improvements and/or other key regeneration initiatives.Liaise with a wide group of other internal/external partners such as Council Tax, Planning and the Police in order to instigate a proactive approach towards empty properties.Develop partnership arrangements with landlords, housing associations and private developers to bring forward innovative solutions aimed at bringing empty properties back in to use.Provide technical and other relevant advice (including sign-posting to funding sources) to potential owners and landlords in relation to renovation and letting of empty properties.Produce, develop and arrange for the distribution of promotional material and information in relation to empty properties.Provide expert witness statements including giving evidence in relation to empty properties and other private sector housing matters as required.Undertake assessments, as necessary, in accordance with Housing Health and Safety Rating System within the housing stock.Assist in the review and development of key policies and strategies in relation to empty properties and other housing matters.To assist in the administration of the Local Authority's housing loans and grants scheme.
You will be an experienced EHO or Technical Officer with a wealth of experience within the industry
You will have a practical knowledge of housing and public health legislation
You will have a practical working knowledge of the service of legal notices, evidence gathering, taking witness statements, PACE and the preparation of case files for potential legal action
You will have enforcement experience in a regulatory role with practical experience in the service of legal notices, carrying out works in default and preparation of case files for enforcement action
