Ideally someone who can assist with the management of the overall HR operations and the delivery of strategic objectives. Key Responsibilities:To direct and deliver creative and innovative learning and development programmes and activities to meet Corporate and Directorate Learning and Organisational Development plans and change initiatives.Coordinate employee learning and development initiatives and activities.Support the development and delivery of leadership and management development programmes, including coaching, talent management and succession planning.To take responsibility for management of the L&D function as required, identifying L&D needs and ensuring the function supports Directorate's systems and plans, national qualifications, government targets or new legislation.Advise leadership teams, managers and HR staff on employee learning and development, maintaining and developing relationships with external organisations in so far as these relationships relate to and further this role and its responsibilities. Manage staff and budgets as allocated ensure that external funds are managed to ensure propriety of spend and conduct detailed evaluation on the return on investment. To commission consultants and external partners through the Council's contract and procurement procedures to support the delivery of learning and development activities. To maintain partnerships with appropriate external bodies in relation to research in specialist areas.
