About the role:

The PQQ Manager will ensure they have full knowledge of the opportunity requirements at all stages. It is their duty to coordinate between parties involved in a bid and manage the process to ensure all elements are ready and available for incorporation (by them) into the submission by the due date.

The ideal candidate will be an experienced individual. They must be a team player with the aim to create a close-knit, highly motivated and successful group who can convert opportunities.


* Responsible for the coordination and production of Expressions of interest, Feasibility reports and PQQ offers in various forms to support the business.
* Responsible for clear the communication flow between Preconstruction and Construction teams. Liaising with internal colleagues, estimating, planning, commercial, appointed designers/ advisors and project management and the like to ensure a coordinated approach to the bid.
* Responsible for feeding new, innovative ideas into the team for inclusion in our proposals, supporting others to do the same. Apply this innovation to our offers.
* Responsible for collation and updating of CVs, personnel photographs and project completion photography.
* Appraisal of PQQ documentation to identify deliverables, key risks and opportunities.
* Produce a measurable plan for each opportunity, from whichever stage we commence, to ensure the best result for Paragon. Coordinate with Business Development, delivery staff and Bid Director to ensure all knowledge of the opportunity is included in our strategy.
* Agree this plan and realistic dates for production of content with delivery team. Monitor compilation, ensure deadlines are met and push for improvement on agreements at all stages.
* Chair meetings to support the compilation of the companies offer. Allow delivery teams to chair if they hold the largest share of information regarding the opportunity. Ensure others' attendance at all required meetings/ presentations in connection with the bid, report non-attendance to Bid Director.
* Clearly define timelines for the opportunities and events, ensure their timely execution.
* Review, edit and write material for proposal document - many people contribute to the document and part of the role is to make the document reads as one voice.
* Investigate and promote the use of innovative ideas / themes for proposals documents and create all graphics required, (including new comms methods, bespoke covers and dividers).
* Ensure timely dispatch and take responsibility for arrival of document.
* Prepare material for post-tender interview and responses.
* Support others in proposals group at critical deadlines.
* Ensure knowledge of and testing of any upload portals in good time. Understand upload file size limits to inform technical and commercial offers.
* When required support BDM and PDs to produce specific Feasibility studies and Company Profiles
* Gather feedback internally and externally and share with the project team, board and BD.
* Quarterly presentations of new ideas, feedback and performance with Bid Director.
* Produce case studies for the opportunities won to improve our "proof" library.
* Liaise with external suppliers e.g. printers, model makers etc to improve our offers.
* Keeping abreast of developments in the industry in particular in the sectors of our activity.
* Ensuring compliance with all company procedures.
* Managing the internal and external resources on bids.

Knowledge skills & experience:

* Exceptional attention to detail

* Ability to gather data from wide ranging sources to coordinate a cohesive response
* Ability to author technical and quality narrative / edit same by others

* Excellent written skills with good grammar, graphical and editorial skills
* Experience of the construction industry
* Helpful to have knowledge in tendering/winning work or at the very least previous experience of working in a team delivering to tight deadlines
* Degree educated
* Above average IT skills including Microsoft and Adobe suites
* Design qualification is also useful
* Background in design, desktop publishing, advertising, media, or related fields is essential to demonstrate excellent graphics skills
* Good grasp of written word in terms of spelling, structure and grammar
* Working within the team in a bidding role
* Good knowledge of building and fit out techniques and methodology
* An understanding of the design and procurement process and an awareness of contractual matters
* Time spent with a contractor
* Previous experience of creating presentations in different formats and media
