Reporting to the Programme Manager

The role will involve liaising closely with Programme Manager, the workstream leads and the finance director and other key internal stakeholders.

A pivotal and dynamic role requiring financial planning and forecasting, budget management, tracking spend, recording actuals, managing accruals, coordinating and supporting the workstream leads to ensure accurate and timely financial reporting.

The Programme Accountant is accountable for ensuring financial policies and practices are followed, but also improving and building the financial integrity of the programme. The Programme Accountant is responsible for ensuring that all stages of the financial process from planning to reporting are completed to meet requirements on a timely basis. Key aspects of the role are good communication with a wide range of people.

Position in Organisation

The Programme Accountant is a member of the programme management team, reports to the Programme Manager and will be working alongside the finance director and the programme lead. Working very closely with the programme co-ordinators and programme funding co-ordinator in the International Programme team based in the UK.

Planning and reporting

* Continue to help develop clear budgeting and reporting guidelines in the International Programme Team, so as to give a clear framework in which to operate.
* Provide support to the programme throughout the planning process, including review and discussion of draft budgets with programme and programme management team. Help to ensure budget deadlines are met and that the budget approval process is completed on a timely basis.
* Service and help the management of our budget review meetings in the UK to ensure that we have the correct information available to make allocation decisions.
* Ensure that the central finance team, in particular the Finance Director is kept up to date, and is well briefed on the programmes financial situation.
* Reporting on monthly spend and providing an accurate and up to date monthly situation.

Monitoring and reviewing

* Review and respond, in collaboration with the Programme management team, to the monthly and quarterly reports. Manage and track the spend, aligning PO's and accruals.
* Hold regular meetings with the programme management team to discuss issues and plan for future work, ensuring that financial roles and responsibilities are upheld and that finance remains an integral part of programme planning.
* Manage the review of the monthly financial reconciliations from the work streams and ensure that a risk-based approach to the level of reviews and checks is done and that feedback is given and followed up promptly.
* Management of the foreign exchange policy for work done and charged for in different currencies.

Education/ Qualifications

Your skills and qualifications as a Project / Programme Accountant will ideally include:

* CIMA/ACCA/ACA part qualified or equivalent with minimum 2 years experience
* Experience of project/ programme accounting within similar industry would be desirable
* Experience of working cross functionally within a programme with an in year budget of £20m
* Experience of Business systems such as SAP, MS office tools (specifically intermediate level Excel)
* Must be able to add up, do complex algorithms in excel, use pivot tables and cross table calculations accurately
* Must have an eye for consistency, and although not a subject matter expert in cyber security, can spot financial anomalies, and incorrect reporting of information


* Considerable experience in the review of financial information prepared by others and providing feedback and follow up.
* Experience of management of complex contracts, RFI's etc.
* Experience in the review and preparation of budgeting and planning.
* Experience of working with and giving advice to programme team members.
* Experience at interpreting and accurately applying financial policies.
* Experience of completing and reviewing financial reconciliations.
* Experience in understanding financial systems and controls.
* Experience of communicating with colleagues at a distance.

Soft Skills

* Ability to communicate with people whose first language is not English
* Excellent interpersonal and communication skills with the ability to communicate financial information

* You will be working as part of a wider team and need to have a collaborative attitude and be mindful of the teams' priorities as well as your own.
* The site for this role will be the company House, Brentford but this role is suitable for home working. This role will be for 2/3 days per week on average, but will flex according to finance processes. There will be occasions when the programme accountant will be required to work from the company House for key meetings etc. but this is not expected to be often. Initially there will be a need to be at the company House more frequently for knowledge transfer and to establish relationships.
