KEY OBJECTIVES To provide the required support to the Head of Service to To undertake the role of Corporate Project Manager on projects as designated by the Head of Corporate Design. To assist with the team duties as a team member, but with expertise in Project Management, building design and building surveying. To co-ordinate and manage construction / refurbishment / or other types of projects as designated by the Head of Corporate Design.To co-ordinate Technical and / or Project Support Staff and their workloads. 5. To achieve best value in all property related activities To assist in the preparation of asset management plans utilising the departments Web (cloud) based facility Deliver capital projects for service areas across the Council, on time and within the allocated budget. Effectively manage internal and external stakeholder relationships to ensure the successful delivery of projects.SPECIFIC RESPONSIBILITY & KEY ACCOUNTABILITIES To prepare and manage professional service contracts. To prepare and manage construction contracts. To prepare and maintain project documentation and ensure legislative compliance. To ensure that the Council's duties are effectively discharged in compliance with the Construction Design and Management Regulations 2015. To undertake the Corporate Project Management duties to ensure that the respective project is pro-actively managed in a professional manner and in accordance with the standards and systems stipulated in the department's Service Delivery System( SDS) from inception through to end of defects and final sign off and to assist with the reporting, monitoring and resolution of any aftercare issues thereafter. To manage the coordination and delivery of both capital and revenue-funded programmes of work and projects associated with new-build schemes, major refurbishments or works of a relatively minor nature including repairs and adaptations and maintenance works as directed by the Head of Corporate Design Where necessary to undertake the role of Contract Administrator and issue instructions, receive and check / authorise invoices / payment certificates and the like to ensure that the contract is properly administered in accordance with the contract, and within the Councils financial protocols and applicable professional standards. To liaise with and coordinate the activities of technical staff assigned to the project to ensure that the design is developed in accordance with the project programme and in accordance with the adopted technical standards. To co-ordinate and manage appropriate project support personnel to ensure the successful delivery of the allocated projects. To provide comprehensive project progress reports and other technical or factual reports / information to ensure that the progress of the project is properly recorded and documented and to ensure compliance with Key Performance Indicators and benchmarking. To ensure all reports are provided and communicated through the departments web based (cloud) facility.To undertake surveys and prepare reports, schedules of work, drawings on the condition of buildings and where necessary to prepare the necessary contract / tender documents and provide / assess competitive tenders in accordance with the Councils financial and e-tender protocols and appoint the appropriate contractor. To provide and co-ordinate design solutions to deliver projects including feasibility stage to ensure design and costing deliverables are fully developed by the project team. Develop programmes of work including workload profiles for technical staff to ensure projects are delivered in a timely manner as directed by the Head of Corporate Design Co-ordinating data and information to ensure that the new design, development, maintenance and property management work benefits from latest technology and standards, and our own property performance criteria. Prepare and develop reports for identified schemes including option appraisals within legislative constraints and current issues such as sustainability and whole life costing, to commence project initiation, funding bids, and development of detailed project briefs as detailed by the Head of Corporate Design.
