Responsibilities

The Research Service Manager (RSM) is responsible for supporting the Head of Research Operations (HRO) to lead the Research Operations Office (ROO) in the delivery of research administration services for the School. ROO manages a research grant portfolio of over £500m and annual research income of around £100m. It plays a critical role both in supporting research activity across the School, and ensuring compliance with funder terms and conditions and coordinating the assessment and management of risks.

ROO is a central service which provides support across the School to those involved in research management. It operates in teams that encompass both the pre-award area (research applications and contract review) and the post-award area (financial and contract administration).

The role holder has a number of key responsibilities:



* Lead change within ROO through a thorough and ongoing review of internal procedures and systems operations, particularly in the light of audit findings, and introduce improvements that will deliver both improved efficiency and a high level of quality assurance.



* Work with stakeholders of the research management process to identify areas of improvement in the interface between ROO and the stakeholders (pre- and postaward) and then introduce changes that will enhance services and lead to greater efficiency for all parties.



* Deliver quality assurance within ROO by setting standards for staff in key areas (risk management, processes, deliverables, data quality, timescales) and then checking that they are being consistently applied or achieved across all teams.



* Monitor and evaluate the effectiveness of all changes to systems, procedures and working practices, and initiate further improvements where needed.



* Represent ROO on working groups and project boards concerning research management systems and processes in order to influence strategy and development.



* Represent ROO by leading audits and site visits by research funders, responding to recommendations to ensure LSHTM is compliant, and disseminating best practice throughout the School.



* Produce and maintain the documentation of ROO procedures, in appropriate formats, both for ROO staff and for colleagues throughout the School.



* Devise and deliver targeted training for stakeholders to improve their understanding of funder requirements, the need for certain procedures and the standards of good practice.



* Collect, analyse and interpret ROO data on a monthly, quarterly and annual basis in order to deliver management information to senior staff (on research applications and grants) and to JHROs (on quality assurance and resource allocations within ROO).

This is a pro-active role where the role holder will be expected to work with minimum supervision and deliver the changes required to improve the effectiveness and efficiency of the department. It is a hands-on role which requires the roleholder to work directly with team members within ROO and build collaborative partnerships with key stakeholders throughout the School in order to move key activities forward to completion.

The role holder will work on change activities with immediate stakeholders within ROO and the faculties and also on larger scale projects impacting the whole School. The roleholder is responsible for both the quality and efficiency of operations within ROO and also for the provision of management information, documentation and training on behalf of ROO.

The role holder will be required to work closely and collaboratively with colleagues and working groups across the School, representing ROO by providing advice and input into strategy, policy and the development of improved computer and information systems to support the research management process.

Essential Requirements



* Hold an undergraduate degree
* Have a professional qualification in a management, legal or finance field or equivalent experience
* Substantial experience of working within the HE sector, or related research organisation, including a role within or interfacing with a Research Office
* Substantial experience of identifying opportunities to improve internal systems and procedures and
* then developing and implementing the process to deliver change
* Proven experience of successfully leading a project-based team, or providing leadership within a team, or managing a substantial project to meet objectives
* Experience of recruiting, managing and developing individuals effectively
* Experience of organising and leading meetings or workshops as part of a consultation or process review exercise
* A thorough understanding of a wide range of funders' terms and conditions in a research led environment
* A thorough and demonstrable understanding of the research project life cycle
* Proven ability to work successfully to challenging multiple deadlines in a complex environment, both independently and as part of a team
* Excellent interpersonal skills including the ability to develop effective working relationships with colleagues at all levels
* Collaborative and flexible approach but strong and directional when needed
* Excellent communication skills including proven experience of disseminating information in a clear and concise manner
