Job Title: Facilities Management Project Manager

Salary: AG6 - £44,039 per annum
We are partnering with the Northern Ireland Assembly to appoint a Facilities Management Project Manager.
Reporting directly to the Head of Facilities Management, you will be responsible for the effective delivery of facilities and building-related projects across the Assembly's accommodation, with a particular focus on financial management, budgetary control, and value for money. You will support the planning, delivery, and oversight of planned and reactive projects from initiation to completion, ensuring adherence to scope, quality, and compliance standards.

What We Need From You & Work Pattern
- Location & On-Site Attendance: Duties require daily attendance on-site at Parliament Buildings.
- Working Hours: Hours are dictated by Assembly business requirements, which will involve working into late evenings and, on occasion, weekends and public holidays.
- Project Governance: Proven ability to manage multiple facilities-related projects concurrently while ensuring robust financial profiling, cost control, and governance.
Essential Qualifications & Experience
Applicants must, by the closing date for applications, have:
- At least a primary degree (minimum 2.2 classification) in any subject (or equivalent/higher qualification).
- AND at least 3 years' experience in each of the following areas:
- a) Managing projects or work programmes to agreed timescales, budgets, and quality standards.
- b) Managing and monitoring budgets, including financial analysis, reporting, and forecasting.
- c) Analysing information from diverse sources to produce high-quality written reports, business cases, or briefing materials for decision-making.
- d) Planning and organising a diverse workload to deliver high-quality work to tight deadlines.
- e) Developing and maintaining effective working relationships with internal and external stakeholders.
- OR at least 5 years' experience in each of the areas detailed in points (a)-(e) above.
(Note: Experience managing multiple facilities or property-related projects concurrently with responsibility for financial control and value for money will be applied if shortlisting is required).
Role Responsibilities
- Managing the delivery of multiple facilities projects simultaneously across scope, schedule, budget, and quality requirements.
- Undertaking financial planning, profiling, forecasting, and budget monitoring to ensure cost control and value for money.
- Supporting business cases, project briefs, specifications, financial appraisals, options analysis, and whole-life cost assessments.
- Assisting with procurement exercises, evaluation panels, and contract management for full compliance.
- Checking and approving purchase orders and invoices within approved limits.
- Building strong relationships with Members, colleagues, contractors, external partners, and service users.
- Leading, managing, and setting objectives for individual staff members or small teams where required.
- Utilising Microsoft Office and relevant internal software systems to produce management reports, data, and accurate record management.
