Role Overview:
The Highways Planner will be responsible for the strategic planning, development, and management of highway networks, ensuring their efficiency, safety, and sustainability. This role involves a blend of technical expertise, analytical skills, and stakeholder engagement to deliver effective transport solutions that support economic growth and community needs. The successful candidate will play a key role in shaping the future of our highway infrastructure.
Key Responsibilities:
Strategic Planning & Policy Development:
Contribute to the development and implementation of long-term highway strategies, policies, and master plans.
Conduct feasibility studies and options appraisals for proposed highway schemes.
Stay abreast of national and local transport policy, legislation, and best practices.
Identify and assess future highway infrastructure needs based on projected growth, demographic changes, and transport demands.
Scheme Development & Design:
Oversee the preliminary design and scoping of highway improvement schemes, including junction modifications, road widenings, and new road alignments.
Prepare design briefs and specifications for external consultants and contractors.
Work collaboratively with engineers, environmental specialists, and other disciplines to integrate various aspects into highway designs.
Utilize transport modelling software and data analysis to inform design decisions and assess scheme impacts.
Project Management & Delivery Support:
Support the project management of highway schemes from inception through to delivery, ensuring adherence to timelines, budgets, and quality standards.
Assist with the procurement process for external services and works related to highway planning and design.
Monitor progress of projects and provide regular reports to senior management.
Identify and mitigate potential risks associated with highway planning and development.
Stakeholder Engagement & Consultation:
Engage with a wide range of stakeholders, including local authorities, government agencies, emergency services, utility companies, community groups, and the public.
Lead and participate in public consultations and engagement events to gather feedback and address concerns.
Prepare and present reports, presentations, and other communication materials for various audiences.
Negotiate and resolve complex issues related to highway schemes.
Data Analysis & Reporting:
Collect, analyze, and interpret traffic data, accident statistics, and other relevant information to inform planning decisions.
Prepare detailed technical reports, business cases, and funding applications.
Utilize Geographic Information Systems (GIS) for spatial analysis and mapping of highway networks.
Monitor the performance of existing highway infrastructure and identify areas for improvement.
Environmental & Sustainability Considerations:
Integrate environmental considerations into highway planning, including impact assessments (e.g., air quality, noise, ecology).
Promote sustainable transport solutions and active travel (walking, cycling) within highway plans.
Ensure compliance with environmental regulations and policies.
Essential Skills & Attributes:
Strong understanding of highway planning principles, standards, and legislation.
Proficiency in transport modelling software and GIS applications.
Excellent analytical and problem-solving skills.
Strong communication, presentation, and interpersonal skills.
Ability to work effectively both independently and as part of a multi-disciplinary team.
Proven ability to manage multiple tasks and projects simultaneously.
Attention to detail and a commitment to producing high-quality work.
Knowledge of health and safety regulations pertinent to highway planning and construction.
Desirable Skills & Attributes:
Experience with a specific transport modelling package (e.g., SATURN, VISSIM, CUBE).
Knowledge of contract management principles.
Experience in public consultation processes.
