Senior Procurement and Contracts Officer
About the Role:
You will be responsible for providing effective advice, guidance, and support on procurement and contract management activities across various Council directorates and with partners. The role involves working with a broad range of contracts, including those related to Adults' services (such as mental health and homecare), Children and young people's services (including education and SEND), Public Health, Economy and Highways Services, and Resources and Transformation.
Key Responsibilities:
Supporting Procurement & Contract Managers in delivering tender exercises in compliance with regulations such as the Public Contract Regulations 2015 and The Procurement Act 2023.
Planning and delivering high-quality contract management and reporting processes to ensure contract compliance and value for money.
Having in-depth knowledge of relevant legislation to make recommendations on the route to market for procurement's and providing guidance on RFQ's, low-value tenders, and fully regulated contracts.
Carrying out robust monitoring of KPIs and conducting compliance checks and quality assurance activities.
Developing and maintaining supplier chains and working closely with contract providers and commissioning teams.
Leading commissioning activities for various Corporate Goods/Services contracts, including market research and supply chain management.
Essential Criteria:
A minimum NVQ level 3 in Procurement/Supply Chain Management or a relevant discipline, and/or significant experience in a similar environment.
Significant knowledge of tendering and contract management processes within a statutory organisation and their practical implementation.
In-depth knowledge of working under relevant legislation.
Experience in tendering and contract management processes, including legal terms and conditions, writing service specifications, and identifying KPIs.
Knowledge and/or experience applying the procurement/commissioning cycle.
