We are seeking a highly skilled and experienced Team Manager to lead our Integrated Placement Management and Commissioning Team in Seaham. This is a crucial role in ensuring timely, effective, and cost-effective placements for children and young people in need of foster care, working collaboratively with foster carers, commissioners, and other agencies to achieve positive outcomes for children and young people. The postholder will demonstrate strong leadership, strategic thinking, and a commitment to delivering excellent, child-centred practice.

Key Responsibilities:

• Strategic Leadership: Lead the Integrated Placement Management and Commissioning Team, providing strategic direction and ensuring the effective delivery of services. This includes setting clear goals and objectives, monitoring progress, and adapting strategies as needed.
• Service Delivery: Oversee the team's responsibility for providing a single point of contact for providers and commissioners, ensuring effective gatekeeping and proactive planning for short, medium, long-term, and emergency placements, including rehabilitation plans. This will require strong organisational and planning skills.
• Commissioning: Commission support for existing placements, ensuring that placements are appropriate to the child's needs and that quality standards are maintained.
• Quality Assurance: Monitor placement quality, working with providers to address any concerns and ensuring that all placements meet the required standards. This will require strong quality assurance and monitoring skills.
• Team Management: Provide line management and supervision to the Placement Duty Team, supporting the development of excellent child-centred practice. This will require strong leadership and mentorship skills.
• Staff Development: Promote a culture of learning and continuous development by encouraging and supporting team members' commitment to training and development activities. This requires a commitment to staff training and development.
• Collaboration: Assist in the development, implementation, delivery, and management of countywide, multi-agency services for foster carers, children, young people, and their families. This will require strong communication and interpersonal skills.
• Placement Management: Ensure timely, effective, and cost-effective placements are found for all children and young people, meeting their individual needs. This will require strong organisational and planning skills

Essential Criteria:

• Significant experience in children's social work, with demonstrable experience in placement management and commissioning.
• Strong leadership and management skills, with experience of line managing and supervising teams.
• Excellent communication, interpersonal, and collaborative skills.
• Thorough understanding of relevant legislation, policies, and procedures relating to fostering and adoption.
• A recognised Social Work qualification (DipSW, CQSW, or equivalent).
• Current registration with the Health and Care Professions Council (HCPC).

Desirable Criteria:

• Experience in developing and delivering multi-agency services.
• Relevant management qualification.
