Choosing a framework route can raise practical questions about compliance, school autonomy and how a managed model would work. These answers below explain what the framework means and what you can expect from a conversation with our team.

who can use it, and when is it required?
From September 2026, single and multi-academy trusts must use the GCA RM6376 Supply Teachers and Education Recruitment framework for agency supply staff, unless they use an alternative route that complies with the Procurement Act 2023 and does not exceed the framework rates. Local authority schools can also use the framework.
GCA was formerly Crown Commercial Service (CCS).

will schools keep control?
Yes. Under Lot 1, schools work directly with Randstad and retain control of day-to-day recruitment decisions. Under Lot 2, trust leaders and headteachers help shape the managed model, including how approved agencies and schools work within it.

does the cap affect worker pay?
No. The framework caps supplier fees, not what supply workers are paid. The cap does not apply to agency staff pay or conditions. It also provides transparent costs and allows you to transfer a temporary worker into a permanent role at no extra cost after 12 weeks, with four weeks' notice.

can we begin with lot 1?
Yes. Lot 1 gives your school or trust a compliant way to work directly with Randstad. You can build confidence in the partnership before deciding whether a managed service could support your longer-term staffing plans.

how does MSP lite work?
MSP Lite gives your trust six months to test the managed model across selected schools against agreed measures of success. You can review fill rates, savings, compliance and satisfaction before deciding whether to move to a full MSP.
