A small, family-focused agency, is seeking a highly experienced and dedicated Registered Manager to join their personable and supportive team. This pivotal role involves the operational day-to-day management of the service , ensuring children receive exceptional care within their Foster Families , and striving to develop an "outstanding" provision. The successful candidate will lead a small team and will be responsible for ensuring the highest level of support and supervision is provided to the Agency's foster carers.
Summary of the RoleThis is a crucial leadership position responsible for the management oversight of the fostering service , ensuring the safeguarding of children and young people.
The post holder will ensure the Agency operates within the requirements of the legislative framework , including the Fostering Services Regulations and National Minimum Standards.
It involves leading and managing a small team , developing policy and practice , and contributing to the identification and achievement of Agency targets.
Working closely with the Directors and Responsible Individual (RI) , the Manager will be aspirational and committed to enhancing the service.
The role offers flexibility for working from home (WFH), arranged in advance to meet agency needs. The current Registered Manager undertakes one WFH day per week to undertake tasks such as reports, audits, and management qualification work.
The on-call duty is shared between the Registered Manager and the two Supervising Social Workers (SSW's), amounting to approximately 10 days per month each. This duty involves providing telephone advice for incidents, with no expectation for a physical call out.
Assume overall responsibility for the day-to-day operational oversight of the fostering service and ensure compliance with service-specific legislation.
Act as the Registered Manager for the Fostering service, including preparing for OFSTED inspections, and subsequent action planning.
Be the Agency's designated person responsible for managing allegations and liaising with the LADO.
Lead the strategy for the recruitment, assessment, preparation, and training of prospective foster carers , and ensure their ongoing development, support, and retention.
Provide casework support, formal supervision, and annual appraisals for all staff in the Fostering service.
Oversee the foster carer assessment process, including quality assurance of assessment reports, annual reviews, and Panel systems.
Devise and implement an annual service delivery plan and complete annual Business Plans.
Review and update Policies & Procedures routinely and audit and quality assure records and files on an ongoing basis.
Market and promote the fostering service to Local Authorities , providing an efficient and professional response.
Manage budgets in partnership with the Senior Management Team and prepare monthly progress reports.
Engage with regional and national forums/organisations working to promote best practice.
- Coordinate advice, information, and support to foster carers which includes support out of office hours
Essential Requirements
A recognised Social Work Qualification.
A minimum of 3 years' experience of fostering (in last 5 years).
Proven staff management experience and leadership skills.
The ability to satisfy Ofsted as a Registered Manager (Fostering Regulations 2011).
Registration with Social Work England.
Must hold a full UK Driving Licence and have the use of a car for work purposes.
A thorough knowledge of regulatory framework (Ofsted, National Minimum Standards for Fostering services and Fostering Services Regulations).
Preferably, candidates will already hold a Management qualification equivalent to Level 5 or above, or demonstrate a willingness to achieve this.
