Are you a senior Mental Health professional with a strong track record of leading strategic change and managing complex S75 arrangements between local authorities and the NHS?
Trafford Council has an exciting opportunity for an experienced interim Strategic Lead to oversee the transition of Adult Social Care Mental Health services back into council management, following the planned conclusion of the S75 partnership with Greater Manchester Mental Health (GMMH).
You'll play a pivotal role in shaping and delivering a seamless transition, ensuring quality, governance, and compliance are upheld throughout this key transformation.

The Role:
- Lead the planning and delivery of Mental Health social work functions back under Trafford Council's formal management.
- Chair the Operational MH S75 Working Group and report progress to the Programme Board.
- Provide interim operational oversight for the MH Strategic Lead (currently absent) and MH Service Manager.
- Produce a robust position statement and accompanying action plan ensuring quality assurance and good practice.
- Report directly to the Director of Adult Social Care (Senior Responsible Officer).
- Oversee budget management, complex casework, and statutory responsibilities under the Care Act, S117, and CHC.
- Confidently challenge NHS/ICB partners where required to ensure social care priorities are upheld.
To be considered for the role, ideally you will have:
- Qualified Social Worker status with significant senior management experience (Head of Service or above).
- Strong Mental Health background with a full understanding of S117 and CHC processes.
- Proven experience managing or ending S75 agreements.
- Skilled in project management and organisational change.
- Strong understanding of quality assurance, governance, and budget management.
- Political awareness and confidence in navigating complex partnership arrangements.
