Are you an experienced Highways Foreman who excels at driving high-quality, hands-on site delivery in busy, high-visibility urban environments?
We are partnering with a market-leading highways contractor to recruit a contract Highways Foreman for a high-profile roads and urban realm enhancement scheme in Central London's West End.
This is a fast-paced, logistically challenging project. If you have a strong background in leading surfacing crews, street works, and managing direct labor and subcontractors under TfL or local authority frameworks, this is an excellent scheme to run.
đ ïž Scope of Works
This contract focuses on urban modernization, pavement, travel infrastructure, and high-spec public realm upgrades. The work footprint includes:
Surfacing & Roadworks: Structural resurfacing schemes and high-spec pavement construction.
Urban Realm & Active Travel: Premium public realm enhancements, walking/cycling paths, and public transport access improvements.
Associated Civils: Deep drainage, street lighting, lining, signing, and accessibility upgrades.
đ Key Responsibilities
You will oversee the day-to-day operations on-site, ensuring the safe, compliant, and efficient execution of the works, and deputizing for the Works Manager in their absence.
Operational & Crew Leadership
Direct Site Leadership: Manage and coordinate direct labor gangs and specialized sub-contractors on-site, ensuring strict adherence to CDM regulations.
Task Programming: Oversee external works, assisting with site scoping, labour/supplier programming, and resource allocation.
Briefings & Records: Conduct daily site briefings/toolbox talks prior to starting works and prepare robust job briefing packs alongside the Works Manager.
Resource Tracking: Ensure all time, plant, and material sheets are accurately completed and forwarded to the commercial team for payment processing.
Health, Safety & Compliance
Safe Systems of Work (SSOW): Enforce strict on-site adherence to safety procedures, including specific permits for hot works and excavations.
Incidents & Safety Observations: Champion a proactive safety culture, raise awareness of Safety Observations, and investigate any incidents or accidents within the required reporting timescales.
Logistics & Fleet Compliance: Assist in managing "O Licence" requirements through regular vehicle check-sheet audits and coordinate with the Transport/Works Manager to ensure vehicle testing, servicing, and depot standards are met.
đ€ Requirements
Proven Experience: Solid track record as a Foreman within the highways, surfacing, or civil engineering sectors (TfL or central London term maintenance contract experience is highly valued).
Leadership & Drive: Able to work independently, manage sub-contractor performance, and drive high standards of workmanship from gangs under tight deadlines.
Communication: Strong interpersonal and communication skills to effectively liaise with clients, public transport operators, and stakeholders of all levels.
Key Certifications: CSCS Card, SSSTS or SMSTS, and a proven understanding of on-site Health & Safety legislation.
An NRSWA (Street Works) Supervisor/Foreman certificate is highly beneficial.
